Changing the System from the Inside Out​

Telio began in Hamburg in 1998, providing telephony services to people in prison. Over time, we saw that connection was just the beginning of our path to provide systems that do more than link people within and outside the walls.

Today, we help correctional systems modernize with digital services that support better outcomes, more humane conditions and safer environments. Our work goes beyond calls — we provide secure, scalable infrastructure that enables access to education, legal support, and family ties. When individuals stay connected and supported, and have access to learning resources, correctional facilities can become places of stability and potential.

Nelson Mandela Rules

Respecting Human Dignity

The Nelson Mandela Rules are the United Nations’ Standard Minimum Rules for the Treatment of Prisoners. They set global standards to ensure fairness, dignity, and humane treatment in all prisons—supporting better conditions and reintegration into society.

We uphold these principles, ensuring that our services align with and respect the rights they protect.

5th Rule “The prison regime should seek to minimize any differences between prison life and life at liberty that tend to lessen the responsibility of the prisoners or the respect due to their dignity as human beings.”

58th Rule “Prisoners shall be allowed, under necessary supervision, to communicate with their family and friends at regular intervals.”

In line with the Nelson Mandela Rules, which emphasize maintaining family ties and human dignity (Rules 58–63), we believe that connection is a vital part of rehabilitation and well-being.
